im a daycare provider. one child has been potty trained for 3 months and now is wetting and pooping himself. seems on purpose. any tips or reasons why?

My baby is 31 months old now(21/2 yrs old) and iam so sick of buying Pull-ups for him. What am i doing wrong that he wont use the toliet he will pee on it but wont boo-boo. Anyone have any potty training tips?
